Hibbins has a completed a Bachelor of Social Science and worked in the community and government sectors. He also holds an Advanced Diploma in Liberal Arts and is studying towards a Postgraduate Diploma in Policy and Social Research. He lives in Prahran and in 2012 he was one of the first Green councillors elected to Stonnington council. He contested Malvern at the 2010 state election, having contested the Federal seat of Higgins earlier in the year.
